الصحافة الاستقصائية العلمية.. الرحلة من الشك إلى اليقين

الم أكن يومها أعرف أني ذاهب للقاء تاجر أسلحة يتوفر على علاقات متشابكة مع استخبارات دول إفريقية وتتابعه المخابرات الفرنسية. بعدها بشهرين، سأقرأ تقريرا معلوماتيا مطولا أنجزته مجلة "جون أفريك"(1)، يتعقب مسار الرجل ودوره في الكثير من الصفقات الغامضة. كان لقاء مهنيا حول رأي مدير أكبر شركة لجرف الرمال في المغرب. طرحت بعض الأسئلة عن "فرضيات" الرمال المغشوشة التي تروج في السوق وتهديدها بانهيار الشقق السكنية، وعن التقارير الرسمية حول تهديد شركات "جرف الرمال" لاختفاء السواحل المغربية من الخريطة بسبب الاستغلال المفرط وغير القانوني، لكن الأجوبة اتخذت منحى آخر. 

 

"الشيطان في الأرقام"

كانت فكرة التحقيق الاستقصائي تنطلق من معطيات علمية وتفاصيل تقنية تحتاج إلى نفيها من متخصصين أو إلى رأي المختبر الحاسم، لكن مع فحص عشرات الوثائق والدراسات والمراسلات، سواء تلك التي حصلت عليها من مصادري الخاصة أو المتأتية من المصادر المفتوحة، بدأت أرى الخيط أو الطريق الأول: توظيف الانتقاء العلمي من أجل إثبات أمور غير علمية والتلاعب بالنتائج وتقديم معطيات خاطئة لربح صفقات بملايين الدولارات. 

بالنسبة لصحفي عمل لسنوات في التحقيق الاستقصائي على قضية جوهرية: تشابك اللوبيات الاقتصادية مع السلطة، كانت قراءة معطيات علمية أمرا مستعصيا رغم أن "الحدس" كان يخبرني أن ثمة "أمرا ما" غير واضح تماما في كل هذه العملية، وإلا لما تحول لقائي مع مدير الشركة إلى "لقاء مساومة". 

حملت الوثائق والمعطيات إلى أساتذة العلوم الطبيعية بجامعة "ابن طفيل" بالقنيطرة (غربي المغرب)، بسؤال واضح: هل المسوغات العلمية التي استندت إليها الشركة من أجل الدفاع عن موقفها تصمد أمام المنطق العلمي؟

على امتداد أسبوع كامل، تهت في كومة لا تنتهي من الأرقام والإحصائيات والقراءات، وفهمت أن التفسير العلمي أيضا يخضع للمزايدة والانتقاء والتضليل، ومن هذا المنفذ بالذات تسللت لوبيات جرف الرمال لتستثمر جهل السلطات وجهل الرأي العام وغياب المتابعة الصحفية لتسمين أرباحها خارج القانون.

شرح لي الأساتذة الكثير من الحقائق العلمية، لكن الذي كان يهمني وقتها، كيف أقدم هذه المعطيات إلى القارئ، وكيف أشرح له بأسلوب بسيط وواضح ما الذي يجري داخل "هذه العلبة السوداء". والأهم، أن أثبت ما قاله الأساتذة العلماء بأن الرمل المستخرج من عمليات الجرف يشكل خطرا على المباني، وقد يتسبب في مآس إنسانية.

ليست هناك اجتهادات كثيرة حول إيجاد صيغة في تعامل الصحفيين مع العلماء والمتخصصين رغم أن منظمة اليونسكو (2) حاولت تنظيم حلقات دراسية حول الموضوع بحثا عن الوساطة بين العلم والرأي العام. 

الصحفي المتخصص في الشؤون العلمية بجريدة "لوموند" بيار بارثيليمي الذي عمل كثيرا حول التغيرات المناخية، يقول: "إن الكثير من العلماء أغلقوا على أنفسهم في المختبرات، ويتعاملون بأرستقراطية، ودائما يجدون الحجج الغامضة لأشياء غير مفهومة.. إنهم يتعمدون ذلك.. فهمتُ في حواراتي مع جزء منهم بأن هذا الأمر متوارث". 

هذا الميل نحو "الأرستقراطية المعرفية" ساعد لزمن طويل الشركات الكبرى -يضيف بارثيليمي- على توسيع منطقة الغموض وتبرير الدراسات العلمية المبتورة وغير الحقيقية. ولولا الإنترنت الذي أشاع بعض المعطيات، فإن "شركة بوينغ -على سبيل المثال- كانت ستبرر سقوط الطائرتين الماليزية والإثيوبية، بارتكاب الطيار أخطاء قاتلة لا بوجود خلل فني.. لاحظوا أن أول من أثار قضية العطل الفني صحفيون متخصصون في المجال العلمي المرتبط بالطيران".

هذا بالتحديد ما فعلته شركة "جرف الرمال"، التي استعانت ببعض الأساتذة في الجيولوجيا وعلم البحار، وكلفتهم بإنجاز دراسة قدمت للمختبر الوطني بأنها الرأي الفاصل من أجل الاستفادة من رخصة جديدة للجرف في السواحل المغربية، رغم التحذيرات التي أطلقتها الجمعيات البيئية.

أجمع الأساتذة الذين عرضت عليهم الوثائق، أن الخلاصات تعرضت للكثير من التزييف ومن الخلط المقصود، وأن دراسة التأثير على البيئة قفزت على معطيات علمية دقيقة إلى درجة أن لجنة تحقيق منبثقة من البرلمان لمراقبة عمل هاته الشركات عجزت عن صياغة تقرير نهائي حول الموضوع، أولا بسبب قوة لوبي جرف الرمال في المؤسسة التشريعية، ثم لأن أعضاءها لم يستطيعوا تفسير الكم الكبير من الأرقام ومن التفاصيل التقنية.

يمكن للصحفيين أن يلعبوا دورا في تحديد الاحتيال العلمي، كما هو الحال عندما شككت مجلة "نيتشر" (Nature) (4) في صحة أبحاث الخلايا الجذعية في كوريا الجنوبية. ولكن بالنسبة لمعظم الصحفيين، فإن الإبلاغ عن الاحتيال العلمي يتعلق أكثر بفحص التهم التي وجهها أشخاص آخرون، لذلك وجدتني أعرض الأبحاث العلمية الخاصة بالشركة على أكثر من جهة بحثية اتفقت على خلاصة لا تحتاج إلى تأويل: ما حدث كان كارثة علمية. 

 

الوسيط بين العلم والجمهور

أمامي الآن كل المعطيات و726 وثيقة علمية بحتة، اختصرتها على النحو التالي:

الشيطان يختفي في التفاصيل وقد عثرت على "شياطين" كثيرة، منها بالأساس التأثير الخطير لعملية الجرف على الكائنات البحرية وجودة الرمال المتسببة بشكل رئيسي في مشاكل في المشاريع السكنية، بالإضافة إلى "ضعف الضرائب المقدمة للدولة" بالمقارنة مع حجم الاستغلال. هذا في الظاهر على الأقل، أما الذي يختفي ضمن مساطر تقنية معقدة جدا فيكمن أساسا، في الرخص الممنوحة لشركات أخرى لا تحترم "مواقع الجرف". ففي الوقت الذي تنص فيه دفاتر التحملات بشكل صريح جدا، ولا يقبل أي تعسف في التأويل، على أن الجرف يجب أن يكون من قعر البحر لإحداث ممرات بحرية آمنة للسفن تجنبا لخطر الاصطدام، تماما كما حدث مع سفينة كانت تحتوي على 5000 طن من مادة "الفيول" المعدة للتسويق التي اصطدمت بسبب عمليات التجريف المفرطة، فإن الشركة لم تحترم أيا من هذه البنود. كما أن الدراسة الكيميائية لهذه الرمال تظهر أنها غنية بأيونات الكلور بنسبة تتجاوز 0.01%، وهو ما يشكل خطرا على ورشات البناء. تخلص هذه الدراسات إلى أن الرمال المستخرجة غير صالحة للاستعمال في ورشات البناء لعدم توافقها مع المعايير المعمول بها.

في الصحافة الاستقصائية، لا نتعامل مع الحقائق التي يحيط بها الشك، أو ستشكل موضع تأويل أو تفسير، لذلك كان عليّ أن أسلط طريقا واحدا وأنا أنجز هذا التحقيق: المختبر. بعد خمسة أيام فقط، ستؤكد تحاليل المختبر ببرهان علمي طويل أن هذه الرمال التي تجرفها الشركة غير صالحة للبناء. 

على هذا النحو، أصبح لدي دليل علمي لا يرقى إليه الشك، ولا يمكن أن يكون محط احتجاج ولا متابعة قضائية، أسندت به التحقيق الذي امتد على أربع صفحات كاملة (انظر الصورة 2) بلغة صحافية معززة ببعض المعطيات العلمية، لكن دون السقوط في الأرقام الجافة المنفّرة، أو التبسيط الفج الذي يُفرغ المحتوى العملي من ماهيته الحقيقية. 

بين هذين الحدين، كنت أبحث عن صيغة وسطى لا تغضب العلماء الصارمين فيما يخص التفاصيل ولا تصيب القارئ بالدوار، مع الاستعانة بصحافة البيانات واستعمال المصادر المفتوحة، خاصة في الحصول على المراسلات بين الشركة والمؤسسات الحكومية.

ولأن الشركة التي استغلت -على مدى فترة طويلة- هذه الفجوة العلمية للحصول على تراخيص من الدولة بطرق ملتوية، لم تجد فجوة لسلك المسار القضائي (كما دأبت على ذلك فيما سبق)، فلجأت إلى "قضاء الفيسبوك" عبر تجنيد كتائب إلكترونية بهدف إستراتيجي هو تسفيه التحقيق والتشكيك في خلاصاته. (انظر الصورة 2)

لقد فاز التحقيق، فيما بعد، بالجائزة الوطنية الكبرى للصحافة، ولكن في اليوم الموالي وصل إنذار قضائي لإدارة الجريدة يطلب الرأي الآخر في الموضوع. هكذا تطور الأمر من الإنكار التام إلى البحث فقط عن مساحة للرأي الآخر.

إنه جزء من البيئة التي تعمل فيها الصحافة الاستقصائية في العالم العربي، لذلك تستمر وسائل الإعلام في إنتاج أخبار يومية مدفوعة بالرأي، مع توجيه سياسي، دون نقد ذاتي. وحسب الصحفي الاستقصائي بشبكة الجزيرة مصعب شوابكة، فإنه "كي تنهض الصحافة الاستقصائية في المجال العلمي، يتوجب توفير بيئة داعمة تتمثل في توفير مساحة كبيرة من الحرية، بالإضافة إلى إدراك رؤساء التحرير لأهمية الصحافة الاستقصائية في القضايا العلمية، والتخلي عن اعتبارها ترفا أمام القضايا السياسية، وذلك عبر ربطها بالواقع وما يعيشه الناس، مثل قضايا البيئة والتغيير المناخي، والتحور والتعديل الجيني في الصناعات الغذائية، والأمن الرقمي للناس وسرية مراسلاتهم في ظل التطور التكنولوجي والرقمي لدى الشركات والحكومات.. الإدراك هو الخطوة الأولى لكنه غير كافٍ، ورؤساء التحرير معنيون بتطوير الصحفيين وتأهيلهم لفهم هذه القضايا العلمية، وتطوير مهارات تقصيها".

عندما ادعى مستشفى خاص للعيون في تشيناي بالهند أنه أجرى عددًا قياسيا من عمليات الخلايا القرنية (استبدال القرنية المريضة بأنسجة القرنية المتبرع بها)، أثار ذلك الكثير من الشكوك لدى صحفي استقصائي هندي، إذ استشعر بحدسه الصحفي أن شيئا ما وراء هذه العمليات، ليكتشف في الأخير أن القرنيات التي تبرعت بها سريلانكا اشتراها أثرياء كبار، بينما الفقراء غرقوا في ظلام الفساد.

هذه المنطقة المظلمة بالذات هي التي تبحث عنها الصحافة العلمية الاستقصائية، معتمدة على "أنسنة" الأرقام، واختيار المواضيع التي لديها تأثير مباشر على المجتمع وعلى الاقتصاد. قبل فترة قصيرة، حل الطبيب ديدييه راؤول صاحب علاج "كلوروكين" المثير للجدل، ضيفا ثقيلا على لجنة برلمانية فرنسية تحقق في مدى فعالية الإجراءات التي قامت بها الحكومة في مواجهة وباء كورونا. قال راؤول : "أدعوكم إلى التحقيق مع المختبرات، إنها طيلة عقود تكذب على العلم وعلى الناس وعلى الدولة، والكل يتفرج..". ودور الصحافة الاستقصائية، قبل كل شيء، ألا تتفرج.
