”دير شبيغل“.. أيقونة صحافة التحقق والتأني

"الحياة قصيرة جداً لتعلّم اللغة الألمانية"، هي مقولة لأوسكار وايلد، يستحضرها كل الراغبين في تعلّم لغة نيتشه. وربما من سوء حظ الألمان، أن صعوبة لغتهم أثرت سلباً على انتشارها في العالم، خاصة وأن هناك أربعة بلدان فقط في العالم (ألمانيا والنمسا وسويسرا وليشتينشتاين) هي التي تتحدث غالبية سكانها الألمانية كلغة أولى. هذا الحظ السيء، رغم قدم حضارة ألمانيا وقوة اقتصادها (الأول في أوروبا)، أثر كذلك على انتشار الصحافة الناطقة بالألمانية، فالكثير منا سمع بمجلة "دير شبيغل"، لكن قلة قليلة بيننا من أسعفها تعلمها للغة الألمان حتى تقتني هذه المجلة وتستمع بمواضيعها.

ويمكنك أن تتخيل، أنه حتى مع صعوبة اللغة الألمانية ومحدودية انتشارها في أوروبا مقارنة بالإنجليزية مثلا، فـ"دير شبيغل" تعدّ المجلة الأسبوعية الأكثر توزيعاً في القارة العجوز. إذ تجاوزت في أكثر من مرة حاجز بيع المليون نسخة، ووصلت في عددها 38 عام 2011 حول الهجمات الإرهابية في العالم إلى ما يقارب مليون ونصف المليون نسخة، علماً أن عدد المتحدثين باللغة الألمانية في أوروبا كلغة أولى لا يتجاوز في أبعد الحالات مئة مليون. أرقام تفتخر بها "دير شبيغل" التي صارت إحدى أكثر مجلات العالم تأثيراً في المجال السياسي.

يعود الفضل في وصول "دير شبيغل" لهذه الشهرة إلى صحفي بسيط لم يعرف له مسار مهني قبل تأسيسها، هو رودولف أوغستين الذي اختاره الصحفيون الألمان ذات مرة، صحفي القرن في بلدهم. صحيح أن بدايات المجلة تعود إلى صحفي بريطاني، هو جون سيمون شالونير، الذي أسس في عام 1946، غداة تقسيم ألمانيا بين المعسكرين الشرقي والغربي، مجلة تحمل اسم "هذا الأسبوع"، كجزء من مهمته إعادة بناء الإعلام الألماني في الجزء الغربي بعد سقوط النازية، لكن شالونير، وبسبب ضغوطات كثيرة على المجلة من الإدارة البريطانية نظراَ لطابعها النقدي، نقل إدارتها بالكامل إلى أوغستين، الذي قام عاما بعد ذلك، بإعادة تأسيس المجلة وترؤس تحريرها، مغيراً اسمها إلى "دير شبيغل"، أو بالعربية، المرآة.

مجلة تُقيل وزير الدفاع

كثيراً ما اقتصر ذكر أمثلة قوة صحافة التحقيق عند "فضيحة ووترغيت"، لكن قليلاً من يعطي المثال كذلك بقضية أثارتها "دير شبيغل" عام 1962، عندما كانت المجلة من بين العوامل الرئيسية التي دفعت بفرانس جوزيف شتراوس، أحد أشهر وزراء الدفاع في تاريخ ألمانيا الغربية، بالاستقالة. بدأت القضية عندما كشفت المجلة أن قدرات الجيش الألماني الغربي ليست في مستوى التطلعات لحماية البلد من خطر حلف وارسو. اعتقل الأمن الألماني أوغستين وعدداً من الصحفيين بينهم صاحب التقرير الذي كان في عطلة آنذاك بإسبانيا، كما توقفت المجلة عن الصدور بعد احتلال الأمن لمقرها.

التهمة حسب وزير الدفاع والمستشار الألماني كونراد أديناور، كانت الخيانة، لكن هذه الاعتقالات أثارت غضباً واسعاً في الرأي العام واستقال على إثرها خمسة وزراء من الحزب الديمقراطي الحر، الذي كان أحد أطراف الحكومة، احتجاجا على الاعتقالات. لم يجد وزير الدفاع بداً من ترك منصبه، خاصة بعد اعترافه أنه قام بعمل خارج اختصاصه، عندما كلّف وحدات ألمانية في مدريد بإلقاء القبض على كاتب المقال.

خرج الأمن من مقر المجلة بعد شهر كامل، وشكل أديناور حكومة جديدة، وبدأ تزامنا مع ذلك إطلاق سراح الصحفيين تباعاً، قبل أن يأتي الحكم الشهير من المحكمة الفيدرالية عام 1965 بكون وزير الدفاع السابق قد حرم أشخاصا من حريتهم دون أيّ داعٍ قانوني.

خرجت مجلة "دير شبيغل" قوية من امتحان قوي اختبر ديمقراطية ألمانيا الجديدة ومدى قدرة القضاء على ضمان حق حرية الصحافة والتعبير. كما اكتسب أوغتسين نفوذاً قوياً بعد هذه القضية، ليس بالمعنى السلبي، بل بالمعنى الذي يطمح له الصحفيون المستقلون، إذ تحوّل إلى حارس للأخلاق السياسية بامتياز، وكتبت عنه DW ذات مرة أنه لم يكن يفرّق بين صديق أو عدو عندما يتعلّق الأمر بالاختلالات، أي أنه كان يفضح كل ما يستحق الفضح، فصارت "دير شبيغل" سيفاً مسلّطا على سمعة السياسيين، كلّ حركة خاطئة ستؤدي بالمجلة إلى جلد السياسي بنقد حاد، دون أن تتجاوز المجلة هذا النقد إلى التشهير أو تصفية الحسابات.

ويرى كيرستين كنيب، وهو صحفي ألماني يعمل بالقسم السياسي لموقع DW، أن "دير شبيغل" ساهمت في إعادة ألمانيا إلى ثقافة الديمقراطية وفي طيّ مرحلة هتلر التي عُرفت بقمع شديد للحريات، كما ساهمت المجلة في خلق مناخ من الحوار إلى البلد حول قضايا متعددة كانت تصنّف ضمن قائمة التابوهات. هكذا تحوّلت "دير شبيغل"، حسب حديث كريستين كنيب لمجلة الصحافة، إلى ماركة إعلامية لا تعترف بالخوف، سلاحها في ذلك هيئة تحرير تعمل بجهد كبير.

التحقق والتأني

في الوقت الذي لا تهتم فيه الكثير من المؤسسات الإعلامية العربية بالتحقق من الأخبار، خاصة مع الإنتاج اليومي المستمر للأخبار لأجل النشر المتجدد على مواقع التواصل الاجتماعي، توظف مؤسسة "دير شبيغل" 80 عاملاً لأجل التثبت من هذه الأخبار عبر مصلحة تسميها "التوثيق". سبق لمدرسة كولومبيا للصحافة أن قالت إن "دير شبيغل" هي أكبر مؤسسة للتحري حول مصداقية المواد الصحفية قبل نشرها، إذ جاء في حوار على موقع المدرسة مع اثنين من طاقم مجلة "دير شبيغل"، أن عدد المدققين في مصداقية مواد المجلة قد يصل باحتساب "الفريلانس" إلى مئة شخص، كل واحد يتخصص في مجال معين.

سياسة التحقق قبل النشر مكّنت المؤسسة من بناء أرشيف قوي يتمتع بمصداقية قوية تتيح للمؤرخين والباحثين والصحفيين العودة إلى وثائق الأرشيف كلما دعت الحاجة لذلك، فالمؤسسة تتوفر على أزيد من 50 مليون منشور "نص" و5 آلاف صورة و300 عدد من المجلة مترجم إلى 15 لغة. كل هذا الأرشيف جرى نقله إلى الحاسوب المركزي حتى تسهل عملية البحث عنه والاستفادة منه.

يتحدث الصحفي كريستين كنيب عن أن "دير شبيغل"، وبعد أن استطاعت الوصول إلى سوق قراء كبير أتاح لها أرباحا مالية كبيرة، ركزت على صحافة التأني، وأضحت تقضي وقتاً كبيراً في البحث والتدقيق في المعلومة، مهما كانت التكلفة المادية لهذه العملية. لذلك كثيراً ما يجد القارئ قصة اشتغل عليها صحفي بالمجلة عدة أسابيع أو أشهر. ورافق هذا التأني، تَمسكت "دير شبيغل" بقواعد العمل الصحفي، بشكل أثر في الكثير من وسائل الإعلام التي حاولت الاقتداء بخط "دير شبيغل".

ثوب جديد

بقي أوغستين يكتب في المجلة، رغم ابتعاده من الناحية العملية عن إدارتها منذ عام 1994 لأسباب صحية، حتى وفاته عام 2002. ولأن سُنة الحياة التطوّر، فقد غيرت المجلة في طابعها منذ نهاية عهد أوغستين.

لكن إرث الرجل باقٍ في المؤسسة، فمعالم تسييره لم تظهر فقط في الجانب التحريري، بل كذلك في الجانب التنظيمي، إذ أتاح للصحفيين الذين يتجاوز مقامهم في المجلة مدة من الزمن أن يتحوّلوا إلى مستثمرين فيها بدل مجرّد أُجراء، في خطوة قوية تؤكد نظرة الرجل للصحفي على أنه شريك في المؤسسة وليس عامل كل همه أجرة في نهاية الشهر، كما خلق أوغتسين مؤسسة تحمل اسمه غرضها العمل الخيري وتدريب الصحفيين، مكّنها من حوالي نصف ثروته.

يوجد مقرّ المجلة حالياً في مدينة هامبورغ، بعدما كانت في مدينة هانوفر، وهي اليوم ليست مجرّد إصدار مطبوع، فهي تملك موقعاً إلكترونياً غنياً بالمواد الصحفية، أطلقته عام 2004، بفريق عمل مستقل تماماً عن المجلة المطبوعة. ويعدّ هذا الموقع من أوائل المواقع الصحفية في ألمانيا التي كان لها إنتاج صحفي مستقل بعيداً عن مواقع الجرائد المطبوعة التي كانت تنشر نفس المواد المنشورة على الورق. كما تملك المؤسسة قناة خاصة تحمل اسمها، انفتحت من خلالها على تجارب تلفزيونية جديدة.

تحدي الإنترنت

دفعت المجلة ضريبة هجرة المعلنين إلى الشاشات الرقمية بسبب استقطاب التكنولوجيا الحديثة لجمهور الصحافة المطبوعة، وهكذا انخفض رقم مبيعاتها خلال السنوات الأخيرة إلى ما تحت 850 ألف (لم تتجاوز كثيراً 600 ألف). كما أضحت تعاني من منافسة شرسة بين وسائل الإعلام الألمانية التي ركزت هي الأخرى على التحقيقات وفضائح السياسيين، لدرجة أن مقالاً نشره معهد "غوته" الألماني حول المجلة تحدث عن أنها "لم تعد اليوم، سوى صوتٍ مهمٍ بين آخرين". ويشير كاتب المقال أن سمعة المجلة لم تحضر بالقوة ذاتها في موقعها الإلكتروني وقناتها الخاصة، إذ تأثرت نوعاً ما بالأخبار الشائعة في صحافة التبلويد، أي الصحافة شديدة الاختصار التي تصل أحيانا حدّ الإخلال بالمهنية.

هكذا يظهر الاختلاف بيناً بين المجلة المطبوعة والموقع في مؤسسة "دير شبيغل"، خاصة مع الاستقلالية الإدارية لكل منهما، رغم أن المؤسسة حاولت بداية الأمر الحفاظ على هويتها في موقعها الإلكتروني. يتحدث كريستين كنيب عن أن الموقع ركز على أخبار الترفيه وفضائح السياسيين وافتقد للجدية التي عُرفت بها المجلة المطبوعة، لذلك لم يستطع الموقع أن يصل إلى سمعة المجلة، رغم كونه واحداً من أنجح الجرائد الإلكترونية في ألمانيا. وليس فقط الخط التحريري للموقع الذي أثر سلباً على صورة "دير شبيغل"، فقد لاحقتها اتهامات بالانحياز السياسي، وبأنها صوت للمواقف السياسية لليسار، يتابع كنيب.

لكن ختاماً، لا يشكّك المتتبعون للمشهدين الإعلاميين، الألماني والأوروبي، أن "دير شبيغل" شكّلت محطة قاصمة في حرية الصحافة بالقارة العجوز. كما أن انتقالها إلى الفضاء الإلكتروني، لم يكن سلبياً تماماً، بل يعدّ الموقع واحداً من أغنى المواقع الإلكترونية الإخبارية، حيث يتوفر على مواد متنوعة من شتى المجالات، ويحرص على تمكين القارئ من قصص قوية تعتمد تقنية الوسائط المتعددة في عرضها، كما يعدّ أحد مصادر الخبر الأساسية للكثير من وسائل الإعلام الأخرى.

لذلك يمكن القول إن تجربة رودولف أوغستين قد لا تتكرر في موقع المجلة، لكن في الوقت ذاته، يجب الإقرار أن لكل زمن خصوصيته، فـ"دير شبيغل" تؤمن أن المنافسة في الأون لاين، تحتّم بعض التنازلات، خاصة وأن القارئ الذي كان يقتني المجلة في السبعينيات، ليس هو القارئ نفسه الذي يزور الموقع في 2018.
