الصحف الأميركية.. لا حياد بعد اليوم

لا يبدو خروجا عن المهنية التي تقتضي الحياد والوقوف على مسافة واحدة من كلا المرشحين. فمن عادة الصحف الأميركية إعلان موقفها من هذا المرشح أو ذاك في الانتخابات الرئاسية، والتمترس في خندق أحد الحزبين الرئيسيين. ويصدر موقف الصحيفة عبر افتتاحيتها التي تمثل هيئة التحرير بلا مواربة.

الملفت في سباق الانتخابات الأميركية للعام 2016 هو اصطفاف العديد من الصحف ضد مرشح الرئاسة عن الحزب الجمهوري دونالد ترامب، خاصة تلك التي عرفت تاريخيا بدعم الحزب الجمهوري.

"دالاس مورينينج" قالت إنها دفعت ثمن موقفها عندما بدأ قراؤها بإلغاء اشتراكاتهم. أما "أريزونا ريبابلك" فقد خرجت عن تقليد قديم وأدارت ظهرها لجمهورها الوفي للحزب الجمهوري. ورغم أنها ليست سوى صحيفة محلية مغمورة إلا أنها منذ تأسيسها عام 1890 لم تدعم سوى مرشحي الحزب الجمهوري. وهكذا انبرت العديد من الصحف في مهاجمة ترامب وانضوت في معركتها الصحف الكبرى الأكثر تأثيرا.

صحيفة الواشنطن بوست (تأسست عام 1877) اتخذت قرارا صريحا واستبقت موعد المناظرة الأولى بين دونالد ترامب وهيلاري كلينتون. كانت من عادة المناظرات التلفزيونية أن تغير من مواقف الناخبين المتأرجحة، وأن ترفع رصيد المرشح من النقاط أو تهوي به في استطلاعات الرأي. لكن الصحيفة التي استبقت المناظرة سددت ضربتها قبل أن يصعد الخصمان إلى حلبة الملاكمة، وقالت إنه لا يجب الانتظار لمشاهدة ترامب جديد قد يحسن التصرف أمام شاشات التلفاز. الواشنطن بوست لا ترى في ترامب مرشحا مناسبا لأن مسيرته حافلة بالتصرفات الهوجاء والإهانات والاتهامات التي لا يمكن أن تصدر عن مرشح لمنصب الرئيس. وإذا كانت الصحيفة أعلنت موقفها صراحة من ترامب إلا أنها لم تعلن دعمها لكلينتون لا سيما وأنه في معظم الولايات الأميركية يوجد مرشحين آخرين غير كلينتون وترامب ولكنهم لا يحظون بنفس القدر من الظهور في عالم الصحافة.

صحيفة "يو أس إيه توداي" (تأسست عام 1982( لم يسبق لها في عمرها القصير مقارنة بالصحف الكبرى دعم أي مرشح في الانتخابات الرئاسية. لكن خروجها عن صمتها أو قل حيادها يشي بقلق الصحيفة من وصول ترامب إلى الرئاسة. في افتتاحيتها قالت الصحيفة إنها اعتادت على مراجعة موقفها من مرشحي الرئاسة كل أربع سنوات، وأنها كانت تؤثر ترك الخيار لقرائها دون المفاضلة بين هذا المرشح أو ذاك. ومع انقسام أعضاء هيئة التحرير بشأن كلا المرشحين، إلا أنهم اتفقوا في نهاية المطاف على دعوة القراء للتصويت ولكن ليس لصالح ترامب. الصحيفة قالت بوضوح أيضا إن خيارها هذا لا يعني في المقابل دعم كلينتون، وأنها لا تريد أن تبدو كمن يضع الناس أمام خيار واحد لا ثاني له.

نيويورك تايمز (تأسست عام 1851) كانت أكثر صراحة وعنونت صحيفتها: "هيلاري كلينتون للرئاسة"، وقالت إن قرارها يقوم على احترام عقلية كلينتون وخبرتها وشجاعتها. وفي محاولة لتبرير خيارها، حشدت نيويورك تايمز كلماتها واستعرضت جملة من مناقب كلينتون مقارنة بترامب، وحثت قراءها على التصويت لصالحها.

المرة الأخيرة التي دعمت فيها نيويورك تايمز مرشحا جمهوريا كانت في عام 1956 عندما انحازت للمرشح دوايت آيزنهاور ضد المرشح الديمقراطي أدلاي ستيفنسن. ورغم أن الصحيفة تمثل التيار الليبرالي في الولايات المتحدة، فقد كانت خياراتها متأرجحة وفقا لشخص المرشح وبرنامجه، إلا أنه ومنذ عام 1956 حسمت موقفها على ما يبدو لصالح الديمقراطيين.

مواقف الصحيفة التاريخية عند اختيار الرئيس أمر لا يدعو للخجل وهو تقليد درجت عليه منذ عقود. وفي موقعها على الإنترنت يجد القارىء مسارا زمنيا لكل مواقفها التحريرية تجاه كل الرؤساء.

وهو تحيز صريح لا تخفيه الصحيفة مثل التحيزات غير المعلنة (بقصد أو بغير قصد) إزاء قضية ما ولنذكر على سبيل المثال الموقف من "الصراع العربي – الإسرائيلي". ففي عام 2003 أصدرت جامعة هارفارد دراسة قالت فيها إن نيويورك تايمز انحازت في تغطيتها الصحفية للجانب الإسرائيلي على حساب الجانب الفلسطيني. في الموقف الأول (الانتخابات الرئاسية) ثمة وجهة نظر مهنية وموضوع يُطرح كل يوم للنقاش في المؤسسات الصحفية خاصة عندما يتعلق الأمر بقضايا أخلاقية مثل الحرية والعدالة الاجتماعية. لكن الموقف الثاني هو انتهاك لقواعد المهنة لا تجهر أو تحتفي به أي صحيفة.

ولعل المثالين الأخيرين يطرحان أسئلة ملحة في المهنة: هل يمكن أن تتخذ صحيفة ما موقفا إزاء قضية ما؟ إذا كانت الإجابة نعم فمتى يحق لها ذلك وتجاه أي نوع من القضايا؟ كيف نميز بين مهنية الصحفية وبين انتهاك قواعد المهنة؟ ما هو المقبول وما هو غير المقبول في عرف الصحافة؟ وهل تنتصر الصحيفة للمبادىء أم للمصالح؟

 قد يبدو المنطق في مهنة الصحافة أن تتجرد الصحيفة من تحيزاتها وتكتفي بتقديم الحقائق للجمهور وهو الذي يقرر الاختيار. التعميم لا يجوز طبعا، لكن الصحف في الولايات المتحدة أرست تقليدا في الانتخابات جعلت منها أحيانا طرفا أو خصما. وكما أن مهمة الصحافة مراقبة السلطة ومساءلتها، فإنه من حق القارئ مراقبة الصحافة ومساءلتها أيضا.
