السلامة المهنية.. اختيار المقر في أرض المهمة

بعد امتلاك بعض النصائح والمهارات الأساسية لإعداد خطة محكَمَة لتغطية صحفية، وحديثنا عن "الأمن الشخصي في مناطق النزاع و"اختيار وتأمين مقر الإقامة خارج أرض المهمة في القاعدة صِفر"، والخوض في قواعد "السفر في مناطق النزاع"، و"التعامل مع نقاط التفتيش المنتشرة على طريق الرحلة نحو أرض المهمة"، وتناول ملف الاختطاف والمراحل التي يمر بها المخطوف حتى إطلاق السراح، سنسلط الضوء اليوم على آليات اختيار مقر الإقامة. لابد من التذكير أيضاً بأن قراءة هذه المقالات لا تُغني بأي شكلٍ من الأشكال عن الخضوع لدورات مباشرة في السلامة المهنية، بإمكانِك الاتصال بأقرب نقابة صحفية لك أو التواصل مع المؤسسات ذات الصِلة بما فيها مؤسسة "الجزيرة".

إجراءات السلامة

في البداية لابد أن تعرف أنه لا يوجد هناك مقر آمن 100%، لكن هناك تدابير وإجراءات وقواعد سلامة يمكن اتباعها لتحقيق شروط أفضل في الأمان، فتقليل المخاطر يبدأ في أرض المهمة من اختيار الموقع، من المهم الابتعاد عن المناطق التي تتوفر على تقاطعات طرقية كثيرة أو بالقرب من جسور عالية أو تحيط بها مناطق أشجار كثيفة تحجب الرؤية أو أماكن مهجورة أو مهدَّمة أو مدمَّرة بفعل قصف جوي، مدفعي أو مواجهات عسكرية.

هناك أسئلة أساسية يجب أن تطرحها على بعض السكان المحليين قبل اختيارك لمكان الإقامة، أهم هذه الأسئلة هي: ماهي طبيعة المكان؟ هل معظم المقيمين في المنطقة من السكان المحليين؟ ما هو تاريخ الصراع والمواجهات الموجودة وما أضرارها التي تحدث؟ ما هي نسبة الاعتقالات أو المداهمات التي تنفذها السلطة أو قوات مسلحة أخرى؟ هل يدخل عدد كبير من الغرباء إلى المنطقة يومياً؟ هل يثير الغرباء حفيظة سكان المنطقة؟ ماهي طبيعة السلطة المحلية والخدمات التي تقدِّمها؟ أين يعيش المتنفِّذون أو الوجاهات الاجتماعية؟ هل هناك ملاجئ عامة لأهل الحي؟ هل هناك ملاجئ خاصة في البيوت؟ ماهو تاريخ الاعتداء على الصحفيين في المنطقة؟ هل هناك مواقع عسكرية، مراكز شرطة أو مقرات لمسلحين ممكن أن تكون هدفاً خلال المواجهات؟ هل هناك معابد دينية أو مراكز دعوية تبشيرية بالمحيط؟ ماهي نسبة الجرائم في المنطقة وما دوافعها؟

بعد الحصول على هذه المعلومات وتقييمها، تكون أمام سؤال جديد: هل أسكن منفرداً أم مع سكان محليين يكونون بمثابة مساعدين لي؟، تذكَّر دوماً ألا تضع ثقتك الكاملة في أي أحد وأنَّك هدف محتمل للجميع.

لقد اخترت الآن المقر الذي سيكون منه التحرك للإنجاز المهمة، تسير المرحلة اللاحقة قبل البدء بالعمل تحت عنوان تعزيز المقر، وهذه لها اعتبارَان:

أولاً.. تعزيز المحيط الخارجي

لابد أن تعلم أن هناك عددا من الأساسيات التي يجب أخذها بعين الاعتبار عند التعامل مع المحيط الخارجي لمقر السكن، إذا كان الموقع محاطاً بأشجار يمكن إزالتها، أزِلها فوراً لأن هذا سيعطيك أماناً من تسلل الآخرين دون رؤيتهم. إذا تعذَّرت فكرة إزالة الأشجار قلِّمها وقصَّ أغصانها أو حوِّل وجودها إلى نقطة إيجابية من خلال إعادة تشكيلها وربطها بأكياس رملية ارتفاعها مترين ونصف لتكون سوراً للمقر، لا تنسَ أن تزرع في أعلى الأكياس الرملية بعض القطع الزجاجية، هل يوجد كميات من القمامة حول المبنى؟ تفحَّصها فربما تكون بيئة ممتازة لزرع ألغام أو قنابل موقوتة، إذا شككت للحظة في وجود القمامة لا تتردد في إزالتها نهائياً. حاول أن تزيد الإضاءة في الخارج، وإذا تعذر ذلك اعمل على وجود حراسات بنظام التناوب الدائم لمراقبة المكان. ستواجهك مشكلة الطاقة والكهرباء في الخارج. إذا كانت المولِّدات حلَّاً مستخدماً في المنطقة فلا تتردد باقتناء واحد، أما إذا كان وجود مولِّد الطاقة سيلفت الأنظار فابحث عن طرق بديلة لتوليد الطاقة. بطارية السيارة تعتبر حلَّاً في مثل هذه المواقف وأضواء السيارة أيضاً، بالنسبة لموقف السيارة في المحيط، فإن البُعد المثالي للسيارة عن البيت هو 30 متراً، السيارة هي جزء من المقر لذلك يجب أن تخضع لمراقبة هي الأخرى ولتفحُّص دائم قبل كل استخدام. إن عملية فحص السيارة أمنياً لا تستغرق أكثر من دقيقتين، فإذا شككت بوجود عبوة ناسفة أو عبَث بها، اقترب بحذر من السيارة، افتح الباب بهدوء، أنظر إلى أدنى المقود، أسفل الكراسي، دُر حول السيارة، تفحَّص أغطية العجلات، افتح الغطاء الخلفي والأمامي ثم بعد ذلك استخدمها.

ثانياً.. تعزيز المحيط الداخلي

إن تعزيز المحيط الداخلي لوجودك أمر يتعلق بشكل مباشر بأمانك الشخصي، لذلك لا تسمح للغرباء بالدخول إلى مكان نومِك، كن حازماً في ذلك، ولا تسمح لأحد بالعبث بأغراضك الشخصية أو المعدات التي تستخدمها. حاول أن تستبدل الأبواب الزجاجية بأخرى خشبية، إذا تعذَّر ذلك قم بإزالة الأبواب الزجاجية الداخلية مباشرة. ولأنه من غير الممكن إزالة النوافذ الزجاجية، ضع ورقا مقوى كرتونيا مع لاصق عريض يغطي النوافذ بشكل تام. إن تغيير أقفال الأبواب الخارجية وتزويدها بمزلاج داخلي للإغلاق أمر في غاية الأهمية، احصر وجود المفاتيح مع أشخاص محددين، واحرص على أن يكون الهاتف أو مفتاح الطوارئ ومفتاح جرس الإنذار بعيدين عن الباب لأن المعتدي سيمنعك من الوصول إليهم. عند خروجِك من المقر أبقِ الستائر مُسدَلة، والأضواء منيرة، من الممكن أيضاً أن تبقي التلفزيون مفتوحاً، هذا يعطي انطباعا للصوص بوجود أحد في المنزل.

العلاقة مع السكان

أنت في مهمة، ضع هذا في حسبانِك، لست هنا لإقامة علاقات صداقة أو تعارف، لذا يفضل عدم فتح آفاق الاتصال مع الغرباء إلا في إطار الحصول على معلومة تُعزِّز بها مصادرك الخاصة، احتفظ في مقر اقامتك دائماً بكميات كافية من الماء وشرائح الطعام التي تمنحك الطاقة، كي تقلل من خروجك إلى الشارع إلا في إطار إنجاز المهمة. لا تشارك بأي مناسبات اجتماعية واحفظ نقاط اتصالك مع مراكز القوة العسكرية أو الاجتماعية في المنطقة. حاول أن تتجنب أي مواجهة في الشارع ولا ترد على أي تحرش لفظي أو جسدي، إذا فشلت في إدارة أحد المواقف لا تتردد بالاتصال بأحد الوجاهات الاجتماعية طالباً منه التدخل، ضع في مخيلتك دوماً أنَّك على مسافة واحدة من الجميع، ستخطو على جثث القتلى وتشاهد الدمار وتتابع مهمتك، أنت هنا في مهمة وعليكَ أن تكون الناجي لتروي القصة.
