جنوب السودان.. أكثر من خاسر في معركة حرية الصحافة

في الثالث من شهر مايو/أيّار 2022، تنضم جمهورية جنوب السودان إلى بقية دول العالم لإحياء مناسبة اليوم العالمي لحرية الصحافة، التي درج الصحفيون والمؤسسات الإعلامية على الاحتفال بها سنويًا منذ اعتمادها من قبل الجمعية العامة للأمم المتحدة في ديسمبر/كانون الأول 1993م، بناءً على توصية المؤتمر العام لليونيسكو. وتهدف المناسبة لتذكير "الحكومات بضرورة الوفاء بتعهداتها تجاه حرية الصحافة، وتتيح للعاملين في وسائل الإعلام فرصة التوقف عند قضايا حرية الصحافة والأخلاقيات المهنية"، كما تعد "فرصة للوقوف إلى جانب وسائل الإعلام المحرومة من حقها في ممارسة حرية الصحافة ومساندتها" وأيضا فرصة لإحياء ذكرى أولئك الصحفيين الذين قدّموا أرواحهم فداءً لرسالة المهنة(1).

ومع انقضاء العقد الأول على استقلال جنوب السودان من دولة السودان الأم (2011-2021)، وبداية العشرية الثانية، ما زالت أوضاع الصحافة في البلاد تواجه جملة من التحديات الجِسام التي تُعيق نموها الطبيعي وتطورها وازدهارها. ويأتي في مقدمتها ضعف الإمكانيات المالية للصحافة واختلال نموذجها الاقتصادي مما أدى إلى توقّف الكثير من الصحف عن الصدور على مدار الأعوام العشرة الماضية، كما انعكس ذلك على جودة المحتوى المقدم للجمهور، والذي شهد تراجعا أيضًا في السنوات الأخيرة مقارنة بالمرحلة الأولى لنشاط الصحافة.

 ويشكل غياب التدريب والتأهيل المستمر للكوادر الصحفية، ومراكز التكوين الصحفي - باستثناء معهد التدريب الإعلامي (MDI) الذي يركز على تدريب الطلاب - تحديًا آخر على صعيد صقل وتطوير قدرات الصحفيين، وافتقاد الكوادر العاملة على المهارات والأدوات التي تتيح لهم القدرة على الابتكار والإبداع في تنويع أساليب إعداد المحتوى الصحفي ومخاطبة القضايا الملحة في المجتمع واهتمامات الجمهور.  ثم - وهذا صلب المشكلة - تأتي أزمة الحريات الصحفية؛ فقد استمرت خلال السنوات الماضية الانتهاكات تجاه حرية الصحافة والصحفيين، وتنوعت أشكالها لتشمل إغلاق دور الصحافة، وإزالة المحتوى وحجب المقالات، وتهديد واختطاف الصحفيين.

في مطلع مارس/آذار المنصرم، اختطف الصحفي بإذاعة اي راديو واجا إيمانويل واني، من قبل مسلحين بالعاصمة جوبا على بعد كيلومترات قليلة من مقر الإذاعة التي يعمل بها، ثم أُجبر على شرب مادة مُسكِرة واقتيد إلى مكان مجهول، ولا تزال أسباب الاختطاف غير معروفة، قبل أن يتمكن من الهروب لاحقًا من مختطفيه، وظل يعدو ليلًا في منطقة نائية بمحلية الرجاف وقطع مسافة طويلة حتى وجد نفسه في نقطة للشرطة بمنطقة ضواحي العاصمة. أدّت الحادثة إلى ترك الصحفي لعمله في الإذاعة بسبب شعوره بالإحباط.

وقال واجا إيمانويل وفقًا لإذاعة تمازج:"قررت ترك وظيفتي بسبب الإحباط. إنّ أهم شيء يدور في ذهني حاليًا هو أنني ما زلت على قيد الحياة، وبقية المعلومات ستظهر من تلقاء نفسها بعد فترة من الزمن."

وفي منتصف مارس/آذار 2022، أصدر اتحاد الصحفيين بجنوب السودان بيانا صحفيا أدان فيه إزالة المقالات من الصحف، ومنع الصحفيين بولاية الوحدة من تغطية انتخابات اتحاد الشباب الولائي، ووصفت الخطوة بانتهاكٍ لحق الجمهور في الحصول على المعلومة، وطالبت السلطات بمراقبة الانتهاكات والسماح للصحفيين بالقيام بعملهم بحرية في إعلام وتثقيف الجمهور.

في كل هذه الحوادث لم تُجرَ أيّ تحقيقات لمعرفة الملابسات ومحاسبة المتسببين بل تمّ طيّ ملفها، رغم مطالبات الصحفيين بضرورة فتح التحقيقات وضمان عدم إفلات الجناة من العقاب.

يقول الصحفي أتيم سايمون لـ "مجلة الصحافة" إنه: "بالنسبة للتدابير المطلوبة لإنهاء حالة الإفلات من العقاب، هناك ضرورة لأن تقوم المؤسسات الإعلامية، وخاصة المنظمات النقابية بتكوين لجان خاصة بحماية الصحفيين وضمان سلامتهم، مَهمّتها توعيتهم بسبل الحماية الذاتية ومعرفة الجانب القانوني الخاص بالتعامل مع أي تجاوز أو انتهاك، ومن ثَّم تأسيس هيئة مشتركة من الصحفيين والناشطين المدنيين لرصد ومتابعة القضايا الخاصة بتلك الانتهاكات وضمان تقديم الأشخاص المتورطين للمحاكمة والمساءلة العادلة".

وقد وجد المكتب الجديد لاتحاد الصحفيين نفسه في وضع حرج لا يحسد عليه؛ ففي ظل افتقاده لآليات الضغط على الجهات الحكومية المختصة وعلى رأسها "سلطة الإعلام" لوضع حد للانتهاكات المستمرة ضد الصحافة والصحفيين، وصون الحقوق القانونية لهم، فإنّه يكتفي بإصدار بيانات إدانة مع كل حادثة. وبالرغم من أهمية ذلك باعتباره تثبيتا للموقف المدافع عن حرية الصحافة والصحفيين، إلا أنه ثبت عدم تأثيره حتى الآن؛ إذ لا زالت الانتهاكات والإفلات من العقاب في الجرائم المرتكبة ضد الصحفيين مستمرة.

ويرى نائب رئيس تحرير صحيفة الموقف الناطقة باللغة العربية، أنطوني جوزيف في تصريح لـ "مجلة الصحافة": "منذ استقلال جنوب السودان لا تزال قضية الحريات الصحفية وسلامة الصحفيين من القضايا التي تؤرق العاملين في الحقل الصحفي، وما زالت أشكال مضايقة الصحفيين مستمرة، وسجلت البلاد حتى الآن ما يقارب تسع حالات اغتيالٍ أو قتلٍ لصحفيين منذ الاستقلال في ظروف غامضة، كما ظلت قضايا حالات التعذيب التي تعرض لها عدد من الصحفيين مهملة دون التحقيق فيها أو ملاحقة الجناة. ورغم وجود قوانين للصحافة تمنع وتجرّم تعرض الصحفيين لأي نوع من هذه الانتهاكات السافرة، تظل هذه القوانين محفوظة في الأدراج قابلة للانتهاك من وقت لآخر، من جهات رسمية وغير رسمية".

والحال أنّ الصحفيين انتظروا أن تتصدر حرية التعبير أجندة الحكومة الانتقالية الحالية التي تكونت نتيجة لتسوية سياسية بين الائتلاف الحاكم وحركات المعارضة المسلحة وبعض الأحزاب السياسية الأخرى، لاسيما أنها تعد من المسائل  المهمة التي تأتي في قلب عملية الممارسة السياسية الديمقراطية في ظل أجواء السلام، بيد أن جميع الأطراف لم تأخذ المسألة على محمل الجد أثناء مباحثات السلام في أديس أبابا وحتى بعد تكوين الحكومة الانتقالية، و"لم يُجرَ أي نقاش حولها بشكل منفصل أثناء المفاوضات بين الأطراف، في ظل عدم مشاركة ممثلين فعليين عن قطاع الصحافة؛ إذ انحصرت المباحثات حول القضايا الجوهرية المتعلقة بالأزمة السياسية، وقد جاءت حرية الصحافة فقط في سياق مطالبة المجتمع المدني بحرية التعبير وتعديل قانون الأمن الوطني الذي يتضمن مواد مقيدة لها، ولاحقًا ورد في الاتفاقية بندُ مراجعة القوانين، كما يُلاحظ أنّ الاتفاقية لم تعطِ ضمانات كافية لحرية الصحافة والتعبير مكتفية بالإشارة إليها بشكل عرضيّ، رغم أن الاتفاقية نفسها تحث الصحافة على التعاون مع الوكالات الحكومية المختصة في الكشف عن الفساد ومحاربته" (2).

وما إن حطّت المعارضة رحالها في العاصمة جوبا إيذانًا ببدء تنفيذ اتفاقية السلام، حتى اصطدموا بحقيقة أوضاع الحريات في البلاد، وكانوا أول من اكتووا بنار التضييق الممارَس ضد حرية الرأي والتعبير؛ حيث وجدوا أنّ الحريات المدنية مفقودة، وأنّ عقد اجتماعات أو تنظيم ندوات سياسية يحتاج إلى تصاريح مسبقة من قبل السلطات الأمنية، كما تمّ منع عدد من نواب المجلس التشريعي القومي من إقامة مؤتمر صحفي في ساحة البرلمان... وهكذا بدا أن الصحافة والصحفيين ليسوا وحدهم المتضررين من الحجر على حرية الرأي والتعبير، بل يوجد أكثر من خاسر.
