صحافة الحلول أو أن تضع السياسيين في غرف مغلقة!

تخيل نفسك تحاور سياسيا في غرفة مغلقة يتقلص حجمها كلما عجز عن إيجاد حلول لمشاكل تتصدر قائمة أولويات البلاد. هذه ليست تجربة علمية في مختبر يسعى الباحثون فيه إلى دراسة الثبات الانفعالي أو تعامل البشر أو حتى السياسيين مع الأماكن الضيقة. هو في الحقيقة برنامج تلفزيوني في صحافة الحلول، يضع السياسيين من أحزاب سياسية مختلفة في غرفة واحدة، على امتداد 20 دقيقة، لإيجاد حل لمشكلة تطرح عليهم، الهدف منه هو ألا يُفتح المجال أمام السياسيين لتصميم الخطب الجوفاء والتمرن على الحيل والمناورات للهروب من الأسئلة الصعبة أو إلقاء اللوم على بعضهم البعض، والخروج بصورة مثالية أمام الجمهور حتى وإن لم يقولوا أي شيء ذي فائدة.

يتحدث تقرير معهد رويترز عن الإعلام لسنة 2022 (1) عن هذا البرنامج التلفزيوني الذي يحمل اسم "Solved or Squeezed" والذي يأتي نتاج شراكة بين معهد الصحافة البناءة بالدنمارك ومحطة تلفزيونية محلية. يدرج التقرير ذلك في سياق إبراز صحافة الحلول على أنها من الأنماط التي ستصبح دارجة أكثر في الصحافة هذا العام بفعل الإرهاق الذي حصل للجمهور جراء الأنماط الصحفية الكلاسيكية التي تركز كل اهتمامها على تفصيل المشاكل ونقل الصعوبات.

 

هذا الاتجاه الذي تأخذه الصحافة في العالم ستعززه أيضا الملفات المطروحة دوليا، فقضايا ما بعد كورونا والتباطؤ الاقتصادي والتغيرات المناخية وحتى الأزمات السياسية المشتعلة باتت تحتاج إلى زاوية طرح جديدة. وإذا كان دور الصحافة في المجتمع هو كشف الحقيقة ودعم النقاش العام أو فتح المجال أمامه، فإن من أدوارها اليوم المساهمة بشكل أكبر في طرح حلول لمشاكل المجتمع. 

 

"حصان طروادة" العلاقات العامة

 

لا أدري كيف يمكنني أن أقول ذلك ولكن صحافة الحلول ليست في الحقيقة تقديم حلول فقط كما يمكن أن يخيّل لنا.

يمكن القول إن الحلول في قصص صحافة الحلول جزء أساسي من القصة، ولكنها لا تقتصر على اقتراح سبل للخروج من المشاكل.  يعني ذلك أن صحافة الحلول ليست مقالا عن ظاهرة السرقة في أحياء المدينة، ثم نقترح أن يتم تزويدها بكاميرات مراقبة وانتهى الموضوع، أو أن نعد تقريرا عن استهلاك المخدرات ونقترح في نهايته تشديد العقوبات، أو رفعها تماما، على متعاطي هذه المواد.

قد يخيل لنا لوهلة أن ما علينا فعله في غرف الأخبار هو استنباط الحلول وتقديمها للجمهور، ولكن المسألة تتطلب أكثر من هذا. قصة الحلول مثل قصة المشاكل تتبع الخطوات التقليدية في العمل الصحفي من جمع أكبر معلومات ممكنة والاتصال بالمصادر ونقل قصص البشر والتحدث إلى الخبراء ومساءلة المسؤولين.

لنفكر معا في ذلك من زاوية نظر مُقابلة، ماذا إن أمعنا نحن في عرض الحلول التي نراها مناسبة سيقتصر الطرح على وجهة نظرنا؟ وماذا إن نقلنا تجارب النجاح وقصص الأبطال الذين صنعوا من المشاكل الطريق إلى الأفضل؟ ماذا إن تحدثنا بإطناب عن نجاح شركة ما أو مرشح سياسي أو أي شخص ذلل الصعوبات في مجال ما. قد يسمي البعض ذلك "حصان طروادة" العلاقات العامة (2)، وهذا آخر شيء تريد الشبكة الدولية لصحافة الحلول أن يرتبط هذا النمط الصحفي به. بعض التجارب المتصاعدة في الصحافة البناءة أو صحافة الحلول حولنا باتت تقوم على منطق الإطناب في مدح النجاح وإبهارنا بقصص أبطال خارقين لا علاقة لهم بالواقع.

لذلك، وحتى لا نسقط في فخ الإبهار أو أن تتحول القصة إلى ربورتاج ترويجي، ثمة ضوابط مهمة لإنتاج قصص في صحافة الحلول.

 

مربع الأمان

 

يضم المربع ركائز صحافة الحلول كما تضعها الشبكة الدولية لصحافة الحلول، ولكن دعنا نبدأ بركيزتين اثنتين أعتبر أنهما هما طوق النجاة لتجنب الوقوع في الانطباعية أو العلاقات العامة. اجمع الأدلة وارسم الحدود. إن كان علينا أن نجمع أكبر قدر من الأدلة ليكون الحل ناجعا مع شرح كيفية تطبيقه، فإنه مخرجنا من الانطباعية أو الذاتية في تقديم الحلول. نطرح هنا أسئلة مثل لماذا هذا الحل بالذات كان ناجعا؟ هذه الأدلة يمكن أن تُجمع عبر الحديث إلى شخصيات القصة أصحاب الحل والخبراء والوثائق والدراسات وتحليل البيانات وغيرها.

 الكلمة المفتاح الثانية هي رسم الحدود، لأنه يجعل الحل واقعيا أيضا. لكل شيء حدود وربما لهذا الحل تكلفة مادية، ربما يتطلب وقتا أو ربما لا يناسب مناطق في ظروف مناخية معينة، مهما كانت الحدود فإن في تفصيلها أيضا التزاما بقواعد الدقة في العمل الصحفي.

الركيزتان الأخيرتان اللتان يضمهما مربع ركائز صحافة الحلول هما تفصيل لمدى الاستجابة. نطرح المشكل ونفهمه بشكل جيد يمكننا أن نحله، فكما نقول السؤال نصف الإجابة وقد يكون أيضا الإجابة كلها. الركيزة الأخيرة هامة أيضا وهي ضبط إمكانات إعادة إنتاج القصة: ما هي الأمور الملهمة التي تحتويها؟ وكيف يمكن إعادة تطبيقها. أعتبر أن هذه الركيزة هي ذات أهمية كبرى، لأن قيمة الحل تكمن في مدى إمكانية إعادة تطبيقه أو أيضا في المسارات الجديدة التي يفتحها في أذهاننا عما هو ممكن.

 

أشكال جديدة.. ربما

 

أحيانا قد تطرح صحافة الحلول مشاريع لم تكتمل بعد وربما لا تكون الأدلة واضحة جدا عن نجاعتها، وهو ليس مخالفا للركائز بشكل عام، لأن بعض المبادرات قد تتضمن أيضا أدلة على بداية نجاعتها ولكن من المهم دائما أن نتحلى بالشفافية التي تبرز أن هذه المشاريع ما زالت قيد الإنجاز ولم تكتمل بعد. يمكن أن تنقل صحافة الحلول مشاريع من سياقات أخرى، مثل نجاح بلد ما في التخلص من النفايات وكيف يمكن أن يعاد تطبيق التجربة في بلد آخر يعاني من أزمة نفايات.  يمكن أن نبني حوارا قائما على منطق صحافة الحلول فيكون الاتجاه نحو ما يمكن أن يحققه السياسي أو المستجوب، ويقلص من قدرته على أن يتهرب من الإجابة إذا بنينا أسئلتنا على بحث معمق عن الأدلة والحدود.

ومثل المشاكل يمكن أن ننتج قصص حلول عن كل ما يحدث حولنا وفي كل الاختصاصات الصحفية، وقد يدفع ذلك الجمهور المتعطش إلى جرعة إيجابية، إلى متابعة هذه القصص أكثر من غيرها. وحسب معهد رويترز سيكون ثمة اتجاه إلى مراجعة المسلمات في غرف الأخبار، خاصة في تغطية المشاكل نظرا إلى تزايد رقعة من يتجنبون الأخبار. إذ تحدث تقرير للمعهد منذ ثلاث سنوات عن أن نحو ثلث المستجوبين يقولون إنهم يتجنبون الأخبار، وقد ارتفع ذلك مقارنة بالسنوات السابقة. كما قال المستجوبون في بريطانيا إنهم يتجنبون الأخبار لتأثيرها السلبي على مزاجهم (58%)، أو لأنهم يشعرون بأنه لا يسعهم فعل أي شيء لتغيير الأحداث (40%) (3). في حين أن إقبال الجمهور على القصة يكون أكبر كلما تضمنت ركيزة إضافية من ركائز صحافة الحلول (4).

من المرجح أن تعرف صحافة الحلول اهتماما أكبر في غرف الأخبار هذا العام، وبالرغم من أن تبني هذا النمط من الصحافة ليس بالسهولة التي يمكن أن يظهر عليها، فإن الاهتمام المتزايد قد ينتج أشكالا جديدة للقصص في صحافة الحلول وربما في الصحافة بشكل عام.  وقد يدفعنا إلى إعادة التفكير في كيفية طرح الأسئلة أو إبداء الرأي أو حتى مراجعة زوايا التصوير. هي في النهاية صحافة تروي القصص عن كيفية مواجهة الناس للمشاكل، وثمة أشكال وأساليب عديدة لرواية ذلك. وحتى إن لم نضع السياسيين في غرف مغلقة، يمكن أن نواجههم بالحلول الممكنة للمشاكل التي يدعون بأنهم يملكون صيغة سحرية لها، فالحلول أيضا سلاح للمساءلة.
